Gary M. Zizka is Senior Policy Advisor at OFW Law. He advises and assists clients in forming multi-stakeholder coalitions to find practical solutions to difficult public policy challenges. Most recently, Gary served as Vice President, Public Policy for Diageo North America, Inc., where he fostered development of several such coalitions, including ones advocating the adoption of Serving Facts labeling for alcohol beverages, reducing underage access to alcohol, and the formation of more than 30 local coalitions to ensure safe and vibrant downtown entertainment zones across the country.
In addition, Gary’s responsibilities at Diageo included supervising review of all U.S. marketing materials, developing and implementing responsible drinking programs, and managing relationships with NGOs and government agencies. He represented Diageo on the Executive Committee of the Distilled Spirits Council of the United States, the industry’s major trade association. He also served on the Executive Committee of The Century Council, an independent nonprofit dedicated to fighting drunk driving and underage drinking. Gary was instrumental in establishing and supporting the Responsible Retailing Forum, a national public/private partnership that develops and implements best practices to reduce underage access to alcohol. In addition, he supported and helped to lead the Responsible Hospitality Institute, the leading national nonprofit dedicated to assisting communities in developing safe and vibrant places to socialize.
Prior to his Diageo service, Gary performed legislative and regulatory work for the National Beer Wholesalers Association.
Gary began his Washington career on the staff of the U.S. Senate and was Minority Staff Director of the Senate Governmental Affairs Committee. He holds a B.A., with High Honors, from the University of Michigan.
